Job Description:

 This is a non-management level position. The Administrative Analyst II – Financial provides a variety of financial and accounting administrative services under the supervision of the General Manager.

The Solano County Water Agency provides a wholesale water supply, flood management and resource management to Solano County. The Agency is involved in a number of innovative water and resource management programs that demand a high level of professional competence, including administrative support staff. The Administrative Analyst position is one of eight positions within the Agency. Therefore, the candidate needs be a team player who is flexible to meet changing demands of the Agency, with a positive outlook. The Administrative Analyst, under the supervision of the General Manager, is responsible for all financial aspects of the Agency. The main function of this position is accounting, but ability to perform the other duties listed in the job description is important.

The SCWA office is located in the town of Elmira, just outside of Vacaville.

Examples of Duties:

 

  • Agency accounting - maintains complete Agency accounting records to governmental standards
  • Accounts payable/accounts receivable – processes all billing and invoices for the Agency
  • Maintaining records of Water Use
  • Administer billing and payment of Solano Project and North Bay Aqueduct water supplies
  • Maintenance of Agency financial and budget data
  • Preparation of Agency budget
  • Preparation of analyses of Agency expenditures and income
  • Grant administration – maintaining financial records of grant expenditures, preparing reimbursement requests, preparing regular grant reports
  • Preparation and coordination with outside Auditor
  • Departmental payroll and benefit administration
  • General office management
  • Providing of information to the public
  • Coordination with clerical staff
  • Other duties as assigned

Typical Physical Activities:

  • Drives a vehicle on Agency business
  • Communicates orally with co-workers and the public in face-to-face, one-to-one, and group settings
  • Regularly uses a telephone for communication
  • Uses office equipment such as computers, copiers and FAX machines
  • Sits for extended time periods
  • Hearing and vision within normal ranges

Special Requirements:

Possession of an appropriate California operator’s license issued by the State Department of Motor Vehicles. Possession and proof of a good driving record as evidenced by freedom from multiple or serious traffic violations or accidents for at least two (2) years’ duration. The driving record will not contribute to an increase in the Agency’s automobile insurance rates.

Qualifications:

Knowledge of:

  • Governmental Fund Accounting – experience in double entry accounting systems, general ledger, balance sheets and budget reports
  • Budgeting
  • Accounts payable/accounts receivable using computer applications
  • Computers for spread sheet applications
  • Human resources management
  • Public agency policies and procedures

Ability to:

  • Implement financial system, including accounting, budgeting and accounts payable/receivable
  • Assist with and perform budget preparation, analysis and administration, including revenue forecasting and capital project financing, monitor expenditures, approve invoices and purchases
  • Assist in preparation of funding program grant applications, administration and financial reporting for multiple large grants
  • Manage Agency insurance and risk management program
  • Manage Agency human resources program
  • Maintain tactful and good relations when working with the public regarding Agency services and complaints
  • Establish and maintain cooperative working relationships
  • Write concise and accurate reports
  • Orally present finding and reports
  • Complete multiple simultaneous assignments without constant supervision
  • Complete projects within budgeted amounts
  • Administratively support technical staff

Desirable Education and Experience:

College level classes in accounting or equivalent job experience. Four years experience working in governmental office performing similar function.

Employee Benefits:

 The Agency pays the full cost (employees and employers share) for Public Employees Retirement System (PERS) – 2% @55 formula. Agency is not enrolled in Social Security.

The Agency pays the cost of the following benefits:

  • Dental Insurance for employee and dependents.
  • Disability Insurance for the employee.
  • Long-Term Care Insurance for the employee

The Agency has a Cafeteria Plan for medical insurance (through PERS). Up to $10,000 per year is available for medical insurance costs. 25% of any unutilized benefits in the cafeteria plan is reimbursed to the employee at the end of the calendar year.

The Agency has a deferred compensation plan that employees can choose to participate in.

Vacation: 15 days per year for first three years and 20 days per year after.

Sick leave: 12 days per year

Holidays: 13 days
